Kansas law mandates that cities must adopt a balanced annual budget.

The county clerk provides every city its preliminary valuation July 1 of each year, and from that valuation the annual budget is prepared. All municipal budgets must be adopted by August 25 of each year and certified to the State of Kansas Department of Administration.
