The form of government is mayor-council. The mayor and five council members are elected at-large and serve four-year terms.
The mayor recommends and the city council confirms the annual appointments of the city clerk, police chief, fire chief, city attorney and city engineer.
The city administrator position is created by ordinance under the city's home-rule powers – and generally serves pursuant to a three-year employment agreement. Tonganoxie is a city of the third class. This classification is based on population.
